It may also raise her value as a pick in the final missions. Arbalest can now be brought as a substitute to plague doctor in the cove to deal with the big crab bleed. Battlefield Bandage now cures bleed and can be used from all ranks. Damage penalty has been removed because there is already a big accuracy penalty plus the target is random. It now allows her to reposition more efficiently. If Sniper Shot can hit rank 1, Blindshot has to have some additional utility. Blindshot now moves Arbalest back by one.
This change makes arbalest less clunky and frees up a skill slot. This change is in my opinion completely justified by the fact that houndmaster is superior in every way to arbalest and can hit all 4 ranks with a single move that launches also from rank 2. Not being able to hit rank one makes using the arbalest feel clunky at times, especially in some situations where you are trying to leverage a mark, and made picking Blindshot almost mandatory, which is a less than optimal way to hit rank 1.
